Paul Llanez

Chief Executive Officer

Paul has over 25 years of experience in law enforcement, security, and risk management. He has served as an expert witness, task force commander, and subject matter expert on school safety. He currently serves various leadership roles such as the elected Mayor for the City of Los Banos, Merced County Association of Governments (MCAG) board director and The League of California Cities Executive Committee director.

Philip Anderson

Chief of Facilities & Engineering

Phillip Anderson brings over 20 years of expertise in the food processing industry and is a certified OSHA instructor and confined space search and rescue trainer. His hands-on experience in safety management has made him a key figure in the development of workplace violence mitigation and school safety tools. In 2010, Phil designed the first California-compliant classroom lockdown tool that is sold exclusively at Knowledge Saves Lives.

Jenn Flora

Administrative Coordinator

Jenn Flora, a Turlock native and Pitman High School graduate, brings a strong background in business administration to her role at Knowledge Saves Lives. She earned her Bachelor’s degree in Business Administration with a focus on Management from California State University Los Angeles in 2016. Jenn plays a key role in supporting day-to-day operations and ensuring the smooth functioning of administrative tasks.

Dave Westrick

Director of Client Relations, Nor Cal

With over 30 years of law enforcement and government experience, Chief David Westrick (ret.) brings extensive expertise to his role. His law enforcement career, which began in 1991 in Los Banos and culminated as Chief of Police in Hollister from 2013 to 2019, is marked by a range of critical assignments including patrol, gang enforcement, investigations, and public information. Currently, Dave serves as the Public Information Officer for San Benito County. His specialized knowledge includes gang violence, sexual assault, drugs, the dark web, and emergency management.

Luiana Irizarry brings over 20 years of experience in business administration, investment, and financial accounting to her role at Knowledge Saves Lives.  Luiana’s organizational expertise and process improvements have driven Knowledge Saves Lives' growth, leading to the creation of new divisions aimed at enhancing client service.

Chief of Operations

With 15 years of distinguished law enforcement experience, Preston Jelen brings a strong foundation in emergency services and Homeland Security. Preston’s leadership extends to overseeing security operations at a major hospital, enhancing his expertise in Life Safety, The Joint Commission, CMS, and OSHA standards. His breadth of knowledge serves a diverse audience, including law enforcement, educators, and healthcare professionals, making him a key contributor to our mission of creating safer environments.

Administrative Assistant

Sherine Jarman brings over 19 years of experience in business and office management to her role at Knowledge Saves Lives. As a seasoned small business owner, she excels at finding innovative solutions that enhance productivity and efficiency. Sherine’s expertise lies in effective communication and collaboration, both of which are critical to driving business success. She is deeply committed to continuous improvement and is passionate about helping teams achieve their goals through strategic planning and execution.

Daniel Woods

Chief of Staff

Daniel Woods brings a wealth of tactical and investigative expertise to our team, with over 20 years of law enforcement experience. Currently serving as a K9 operator for the Tracy PD, Daniel has held multiple key roles, including Field Training Officer, Range Master, narcotics investigator, and SWAT team member. Daniel’s deep knowledge of workplace violence prevention, narcotics, and criminal gangs is invaluable in shaping our programs to better protect and serve clients.

Accounting Manager

Hailee King plays a vital role in maintaining Knowledge Saves Lives’ financial health. Since joining the team, she has streamlined operations and strengthened organizational efficiency. Her expertise in financial data analysis, account auditing, and reconciliation drives her passion for ensuring fiscal accuracy and sustainability.

Anthony Escobar

Risk Control Director, Nor Cal

Anthony Escobar retired from the California Highway Patrol (CHP) in 2017 after nearly 30 years of dedicated service in San Jose and the Central Valley. Motivated by a continued passion for community safety, Anthony joined Knowledge Saves Lives shortly after retirement. His extensive law enforcement experience and training with CHP provided him with the ideal foundation to support KSL’s mission of preparing schools and organizations for emergencies.
